HOUSE RESOLUTION

 

requesting the city and county of honolulu department of facility maintenance to engage in a dispute resolution dialogue with residents in the west loch villages development.

 

 

WHEREAS, the City and County of Honolulu, through its Department of Facility Maintenance, owns and controls West Loch Villages in Ewa, Oahu, a public housing project with income restriction for its residents and below market rentals; and

WHEREAS, the Department of Facility Maintenance contracts the management of the West Loch Villages development to a private party; and

WHEREAS, the residents of the West Loch Villages were recently informed of a transfer of the management contract to a new private management company and were soon thereafter further informed of an across-the-board rental increase; and

WHEREAS, the residents of West Loch Villages have made many inquiries of the Department of Facility Maintenance relating to this rent increase and the necessity for the rent increase; and

WHEREAS, the residents of West Loch Villages have had no access to the contract document relating to the management of West Loch Villages or any meaningful response to their voiced concerns; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the City and County of Honolulu Department of Facility Maintenance is requested to enter into a dialogue with the residents of West Loch Villages to address the concerns raised by the residents; and

BE IT FURTHER RESOLVED that the Department of Facility Maintenance is requested to make available the management documents, including any agreements, contracts, or correspondence, for review by the residents or their appointed representative; and

BE IT FURTHER RESOLVED the Department of Facility Maintenance is requested to meet with the residents at a date, time, and place that is convenient to the residents to address the concerns of the residents, including but not limited the rent increase, management contract, and any other management issues; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Council Chairperson and the Mayor of the City and County of Honolulu, the Director of the Department of Facility Maintenance, City and County of Honolulu, and the Director of the Office of Information Practices.
