A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE twenty-third representative DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for the following capital improvements in the twenty-third representative district:

1. To be expended by the department of accounting and general services.

A. Manoa and makiki streams

Topographic and hydrologic survey $

B. Palolo flood control concrete channel

Engineering study to determine life expectancy of channel $

C. Upper Manoa and Waikiki

Design of a bikeway and pedestrian path linking upper Manoa and Waikiki along the stream corridor $

D. Manoa stream

Reduce run-off by diverting water away from Manoa stream and provide seepage gallery $

E. Ala Wai canal

Convert selected storm drain manholes and convert to injection wells with appropriate controls to divert trash $

F. Ala Wai

General repairs and upgrades to the Ala Wai promenade by the convention center $ 250,000

2. To be expended by the department of defense.

A. Civil defense

Tsunami and hurricane shelters and equipment $

3. To be expended by the department of land and natural resources.

A. Kuhio beach park

More sand $

B. Ala Wai boat harbor

Pier improvements $2,000,000

C. Ala Wai B, C, and D docks

Repair and maintenance $2,700,000

D. Ala Wai F dock

Replacement $1,200,000

E. Ala Wai

700 row concrete piers $ 600,000

4. To be expended by the department of transportation.

A. University avenue

Study of an additional bridge to connect university avenue with Ala Wai $

B. Honolulu Harbor, Piers 1 & 2

Structural survey, hardening, repaving, bullrails, fendering, and shoring of pier structure $1,000,000

SECTION 2. The appropriations made for the capital improvement projects authorized in this Act, shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
