A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR PLANS AND CONSTRUCTION FOR THE PUNA RECREATIONAL COMPLEX IN PĀHOA, HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. A Puna recreational complex facility is estimated to cost about $8,000,000. The Puna district is the fastest growing district within Hawaii county, yet the level of service relative to public recreational facilities has not been able to keep pace with the increasing demand. Ever-increasing home and land values in the State and this county have transformed the Puna district into one of the last and most attractive affordable real estate markets in the island. The majority of the residential land in the district was zoned and subdivided for residential development many years ago, making the levying of fair share assessments impossible and the issue of concurrent public facility development the sole burden of government.

The Puna recreational complex would include a full gym with amenities and an attached community center, a soccer and a football field, baseball fields, a comfort station, pavilions, and ample parking for concurrent uses. The complex will be located adjacent to the county's new Pahoa police and fire stations currently under design. The Puna recreational complex will be a tremendous asset to the Puna district. The proximity to the new public safety facilities is an advantage for safe, healthy, public recreational usage and as a deterrent to miscreant behavior often occurring at or levied against public park facilities. The location of the new site, with ingress and egress directly onto the Keaau-Pahoa highway, makes accessing the site safe, quick, and convenient for all of the district's population. The total cost of the facility, including planning, design, and construction, is estimated at $8,000,000.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $8,000,000, or so much thereof as may be necessary for fiscal year 2006-2007, for a grant-in-aid to the county of Hawaii for the planning, design, and construction of a Puna recreational complex in Pāhoa, Hawaii, which shall provide, but is not limited to, facilities that will allow for a variety of public athletic and recreational activities.

SECTION 3. The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
