A BILL FOR AN ACT

 

making an appropriation FOR school repair and maintenance.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that a key component in improving public education in Hawaii is the provision of school facilities that support and enhance academic programs. Regrettably, school repair and maintenance has been sacrificed in recent years due to budget constraints. The legislature further finds that no public school in the State is given sufficient funds to meet all of its repair and maintenance needs. As a result, the degradation and deterioration of each school campus worsens with each passing year. In the past, the general practice has been to repair only the most critical, health-threatening conditions that exist, or to tackle the least complicated projects in an effort merely to maintain a basic level of facility operation. This has proved an imprudent course of action which, by now, has culminated in a massive school repair and renovation crisis.

Additionally, the legislature finds that education is of primary importance to Hawaii's future in a global, high-technology economy. The newest campuses notwithstanding, school facilities statewide will never be able to support the kind of high-quality education students deserve if they continue to become rundown, unhealthy, and even dangerous.

The purpose of this Act is to appropriate funds to address the backlog of repair and maintenance projects of all public school facilities.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for repair and maintenance of all public school facilities.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
