A BILL FOR AN ACT

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS TO MAINTAIN THE ALA WAI WATERSHED.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $450,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006 for the following projects in the Ala Wai watershed: 1. Assessment plan, and test planting along

Pukele and Waiomao streams to increase the

absorption capability of the conservation

area in Palolo Valley $150,000

2. Assessment, plan, and test plantings for

erosion control on Waahila Ridge to mitigate

safety problems created by storm-driven

floodwaters, hillside debris, and boulders

to traffic on Dole street to the University

of Hawaii faculty housing and to other

properties downslope of the ridge. $150,000

3. Erosion control, vegetated buffers,

greenbelts, and water pollution control

measures in the Ala Wai watershed $150,000

Total funding $450,000

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
