Description: Allows the Public Utilities Commission to increase the maximum capacity of eligible customer-generators, and the total capacity a utility must accept, and amend rate structure and standard tariffs and contracts. Allows accumulation of customer generators' credit for excess electricity generated over a 12month period. (CD1)
