RELATING TO PROCUREMENT.

Amends public procurement code to prohibit a governmental body from requiring a contractor for construction design service to indemnify the governmental body for the governmental body's negligence, but allows the governmental body to require the contractor to indemnify the State for the contractor's negligence.

RELATING TO HAWAII PUBLIC PROCUREMENT CODE.

Requires competitive bidding on small purchases of construction contracts for drilling and soil testing.

RELATING TO PROCUREMENT.

Exempts small purchases from verification requirements relating to tax clearances, DCCA certificates, and DLIR certificates.

RELATING TO PROCUREMENT.

Bans State from contracting with or giving development assistance to companies that contract work offshore. Requires violating companies to repay to the State the amount paid for the percentage of work done by offshore workers. Bans violators from receiving contracts or development assistance for 5 years.

RELATING TO THE BOARDS OF REGISTRATION.

Transfers the boards of registration from the office of the lieutenant governor to the department of accounting and general services, for administrative purposes.

RELATING TO UNCLAIMED PROPERTY.

Repeals the permanent escheatment of unclaimed property to the State.

RELATING TO SECURITY FOR CONCESSION CONTRACTS.

Allows the use of legal tender or financial instruments other than bonds to secure performance under a concession contract.

RELATING TO STATE GOVERNMENT.

Requires the governor to make available for public inspection all executive orders; requires the governor to transmit copies of executive orders to the legislature, the legislative reference bureau, and the state archives.

RELATING TO ETHICS.

Lowers threshold for reporting requirement from $200 to $100. Clarifies that receipt of gifts is controlled by section 84-11, Hawaii Revised Statutes, exclusively.

RELATING TO EXECUTIVE AND ADMINISTRATIVE DEPARTMENTS.

Allows the president of the senate, speaker of the house of representatives, minority leader of the senate, and minority leader of the house to uniformly submit a list of nominees to the governor for appointment to boards and committees.

RELATING TO THE STATE CAPITOL.

Provides for joint management of the entire state capitol building and grounds, including parking facilities, by department of accounting and general services and the joint legislative management committee.

RELATING TO SALARIES.

Adjusts the salaries of certain positions in the following departments or agencies: the Hawaii labor relations board, the stadium authority, the housing & community development corporation of Hawaii, the PUC, the office of solid waste management, the executive office on aging, the Hawaii paroling authority, the office of veterans' services, the labor and industrial relations appeals board, the office of community services, and the office of the state public defender.
