RELATING TO TAX CREDITS FOR THE FILM AND TELEVISION INDUSTRY.

Increases the existing 4% tax credit on Hawaii production expenditures up to 15% for productions on Oahu and 20% for productions on the Neighbor Islands. Expands the definition of qualified productions to include commercials and digital media productions. Prohibits qualification for both the production expenditure tax credit and the investment tax credit, in a given year. Sets a minimum Hawaii production spending requirement of $200,000 for productions to qualify for the credit. Caps claims at $7 million per year per production.

RELATING TO DIGITAL MEDIA.

Changes the motion picture and film production income tax credit to an unspecified amount against a taxpayer's income tax and transient accommodations tax liability.

RELATING TO MOTION PICTURE AND FILM PRODUCTION.

Increases the motion picture and film production tax credit from 4% to 15% (20% on neighbor islands) and provides minimum qualification to obtain tax credit.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Clarifies that civil, criminal, and administrative penalties, fines, and other charges collected shall be deposited in the Hawaii Historic Preservation Special Fund. Allows Special Fund monies to be used to pay for staff positions and administrative and operational costs.

Establishes penalties for instances where historic properties were knowingly destroyed.
