Increases the members of the Hawaii Labor Relations Board from six to ten; increases their terms from six to ten years; and sets the salary of the chairperson to no less than ninety-five per cent of the salary of the Deputy Director of Labor and Industrial Relations and the salaries of the members to ninety-five per cent of the chairperson's salary.

Establishes a mechanism for employers to obtain temporary restraining orders to protect against harassment at the worksite.

Requires the State to compensate state employees and officers on active duty in a hostile fire zone the difference between their higher state pay and their military pay. (HB171 HD1)

RELATING TO HEALTH INSURANCE.

Requires insurers, mutual benefit societies, and health maintenance organizations to provide employers with employee group health claims experience under the employer health plan for the current policy period within 90 days of a request. Authorizes reasonable fees. Provides exceptions.

RELATING TO EMPLOYMENT SECURITY.

Appropriates $20 million in Reed Act funds for services of the unemployment insurance and workforce development divisions. Provides additional funding to the local workforce investment boards for employer outreach and services, labor force pool expansion and capacity building

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Reconstitutes the board of trustees of the Employees' Retirement System.

RELATING TO THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Increases the composition of the board of trustees of the employer-union health benefits trust fund from 10 to 12, 11 of whom shall be selected by the governor and 1 of whom shall be selected by the mayor of the respective counties on a rotating basis. Prohibits the governor from reducing the term of the trustee appointed by a county mayor. Permits county mayor instead of the governor to appoint replacement, in the case of a vacancy in the county trustee position.

RELATING TO WORKERS' COMPENSATION.

Alters the workers' compensation formula for computing average weekly wages by clarifying that any injured airline employee who is a pilot or flight attendant, whether full time or part time, shall be entitled to workers' compensation benefits based on an average of actual hours worked during the previous 52-week period or portion thereof.
