RELATING TO TRAFFIC INFRACTIONS.

Eliminates inconsistencies in adjudication of traffic offenses; clarifies application of section 291D-3(b) (applicability of administrative adjudication law) by providing that infractions not resulting in a criminal charge do not require court adjudication. Extends the time for answering a notice of traffic infraction from 15 to 21 days.

RELATING TO PETTY MISDEMEANORS.

Eliminates current statutory inconsistency between a statute defining a "petty misdemeanor" and statute setting forth the maximum term of imprisonment that may be imposed for a "petty misdemeanor".

RELATING TO UNCOLLECTIBLE ACCOUNTS.

Broadens statute that allows judiciary to write off uncollectible fines and restitution to include other types of delinquent receivables.

RELATING TO COURT INTERPRETER SERVICES.

Creates the court interpreting services revolving fund and exempts the fund from central service expenses and departmental administrative expenses.

Exempts court interpreters whose appearance is retained by the court from prosecution, penalty, or fine for any parking meter violation incurred in connection with their appearance in court.

RELATING TO SMALL CLAIMS COURT.

Clarifies that the district court having jurisdiction over a civil action involving summary possession has concurrent jurisdiction with the small claims court over security deposit disputes between a landlord and tenant.

RELATING TO TRAFFIC OFFENSES REQUIRING IMPOSITION OF INCREASED PENALTIES FOR SUBSEQUENT OFFENSES.

Limits the period of time for which a prior conviction may be considered for purposes of enhancing penalties for subsequent offenses as follows: 3 years as to offenses under section 291-11.5, HRS (child restraints); 1 year as to section 291-32, HRS, (involving violations relating to motor vehicle lights); and 5 years as to section 291-24.6, HRS (motor vehicle alarms).

RELATING TO BAIL.

Establishes offense of bail jumping in the 3rd degree for persons charged with petty misdemeanors. Clarifies offense of bail jumping in the 2nd degree as persons released either by courts or law enforcement agencies. Allows courts the discretion to treat bail jumping in the 2nd degree as a petty misdemeanor.

MAKING AN EMERGENCY APPROPRIATION OUT OF THE JUDICIARY COMPUTER SYSTEM SPECIAL FUND.

Makes an emergency appropriation for the judiciary's JIMS computer project.

RELATING TO FAMILY COURT.

Makes an appropriation for the expansion of the Kids First program in the judiciary to include co-parenting classes for litigants engaged in high-conflict divorce cases.

RELATING TO THE JUDICIARY.

Amends the TRO and PO process to require the disclosure of a pending family court proceeding; establishes that any findings relating to the granting or denying of a TRO or PO is not binding on a subsequent family court case. Requires newly appointed judges to attend continuing legal education classes.

Raises the age for allowable transfers of rifle or shotgun from 18 years old to 21 years old.

Establishes the offense of misuse of 911 telephone service for accessing 911 and knowingly causing a false alarm or making a false complaint or report. Makes the offense of misuse of 911 telephone service a misdeameanor.

Provides for the automatic repeal of administrative rules effective 180 days after the repeal of the related statute or ordinance.

RELATING TO MISSING CHILD CENTER-HAWAII.

Amends the name of the "Hawaii State Clearinghouse for Missing Children" to "Missing Child Center-Hawaii."

RELATING TO THE HAWAII CRIMINAL JUSTICE DATA CENTER.

Requires the Hawaii Criminal Justice Data Center to take a full frontal photograph of an applicant's face for a Hawaii state identification card.
