Requires the DOE to establish and implement a federal revenue maximization program for all medicaid-eligible claims for school health services. (HB695 HD1)

RELATING TO CIGARETTE TAX.

Increases tax per cigarette to $ , $ , and $ on 9/30/2005, 6/30/2006, and 6/30/2007, respectively (amounting to $ , $ , and $ per pack of 20 cigarettes). Earmarks    %,    %, and    % of tax for general fund, DOH health promotion programs, and smoking cessation programs, respectively.

RELATING TO MEDICAL RECORDS.

Allows all licensed health care providers to share medical information with other licensed health care providers of children under the child protective services system.

RELATING TO LONG-TERM CARE.

Appropriates funds to DOH and DHS to reimburse family caregivers who provide at-home care to qualified relatives. Sets eligibility and uses of reimbursement. Requires DHS and DOH to adopt rules.

RELATING TO LONG-TERM CARE.

Provides a tax credit to resident taxpayers, regardless of adjusted gross income, for long-term care insurance premiums at the lesser of $2,500 or 50 percent of the amount of the insurance premium paid. If the tax credit is claimed, a medical expense deduction for long-term care insurance cost is prohibited.

Makes it a state objective to recognize the importance of the contributions of family caregivers and to support them, to the extent possible, in serving the long-term care needs of the State's residents.
