RELATING TO DRUGS.

Establishes the Drug Busters Program within the Department of the Attorney General to combat the manufacture, distribution, and sale of crystal methamphetamine. Provides funding for substance abuse treatment and prevention programs, a statewide substance abuse awareness and education campaign, operations of the Drug Nuisance Abatement Unit of the Department of the Attorney General, and student substance abuse referrals for assessments by certified substance abuse counselors.

MAKING AN APPROPRIATION FOR UNIFORM LAWS.

Appropriates funds for Hawaii's contribution to the costs of the National Conference of Commissioners on Uniform State Laws and for related registration and travel expenses.

Establishes a procedure to appeal the department of taxation's denial of a claim for a tax refund.

RELATING TO THE COMMISSION ON THE STATUS OF WOMEN.

Requires that the 7 voting members of the commission on the status of women be appointed by the governor from a list of twenty individuals recommended by the women's legislative caucus. Transfers the commission from the office of the lieutenant governor to the department of human services.

RELATING TO CAMPAIGN SPENDING.

Establishes a comprehensive public funding program for state legislative candidates and candidates for governor and lieutenant governor who agree to abide by campaign contribution and expenditure limits and meet other criteria.

RELATING TO BIOLOGICAL EVIDENCE.

Requires DNA testing of all felons. Provides procedures and duties for the collection and testing of DNA samples. Establishes a procedure for expungement of DNA profiles for a person whose underlying conviction has been reversed. Extends the statute of limitations for felony cases where DNA evidence has been recovered. Requires retention of evidence that can be used for DNA analysis. Establishes procedure for post-conviction requests for analysis of DNA evidence. Requires notice to victim of proceedings and outcome. Requires notice to probation and parole authorities of outcome adverse to defendant. Appropriates $750,000 to implement the new provisions on DNA testing.
