Establishes a pharmaceutical cost management council to consider strategies to manage increasing costs of prescription drugs and appropriates funds to assist Federally Qualified Health Centers in procuring prescription drugs in the most cost efficient manner to increase access to prescription drugs for all Hawaii residents.
