A BILL FOR AN ACT

 

making an appropriation for marching band directors.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that converting marching band director positions from ten-month positions to full-time, year-round positions would greatly benefit the preparation of programs for activities that often begin before the start of the school year and run past the last day of instruction in June. Currently, there are approximately twenty marching band director positions, so this change would not pose a significant cost to the State. The value of promoting artistic and music education throughout the public schools, as well as the vital interaction between the school and community, would greatly outweigh the cost of the additional two months.

The purpose of this Act is to appropriate funds to establish marching band directors as full-time, twelve-month positions in the department of education.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2005-2006, to increase all existing marching band director positions in the schools from ten-month to twelve-month positions.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
