HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE OAHU METROPOLITAN PLANNING ORGANIZATION TO STUDY THE FEASIBILITY OF AN ALTERNATE ROUTE OF INGRESS TO AND EGRESS FROM MILILANI MAUKA.

 

 

WHEREAS, Mililani Mauka is served by a single route of ingress and egress, which results in traffic congestion during peak hours that will only worsen as its population grows; and

WHEREAS, projects to coordinate traffic signals may temporarily alleviate the problem of traffic congestion, but can not permanently resolve it; and

WHEREAS, the single route of ingress and egress leaves residents without an alternate route in times of emergency; and

WHEREAS, residents of the area are increasingly confronted with problems of speeding, unsafe driving, and threats to pedestrian safety;

WHEREAS, there exists a right-of-way along the mauka-most boundary of the development that could be used to develop an alternate route traveling either south toward Kipapa Gulch or north toward Launani Valley; and

WHEREAS, the possibility of constructing an alternate route has not been addressed by the Oahu Metropolitan Planning Organization and, therefore, has not been included within the Oahu Regional Transportation Plan; and

WHEREAS, these issues have been voiced since Mililani Mauka opened and, if not attended to, will only grow worse over time; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-Third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Legislature requests the Oahu Metropolitan Planning Organization to identify in their current comprehensive study possible solutions to the traffic problems in Mililani Mauka, taking into account the growth and other changes that have occurred since it opened; and

BE IT FURTHER RESOLVED that the Oahu Metropolitan Planning Organization is requested to include in this study a determination of the feasibility of each possible solution and specifically address several issues, including: an alternate route of ingress to and egress from Mililani Mauka, especially for use in times of emergency; speeding and unsafe driving; pedestrian safety; and increasing traffic flow due to a growing population; and

BE IT FURTHER RESOLVED that the Oahu Metropolitan Planning Organization is requested to submit the findings and recommendations of the study to the Legislature no later than twenty days before the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director and Policy Committee Chair of the Oahu Metropolitan Planning Organization and the Governor.
