HOUSE CONCURRENT

RESOLUTION

 

Requesting a Study of public parking at the state capitol.

 

 

WHEREAS, the cornerstone of democracy is public participation; and

WHEREAS, the Legislature serves the people of Hawaii and therefore it is imperative that the halls of democracy are available to all citizens; and

WHEREAS, accordingly, every effort should be made to facilitate access to the Capitol building for the public; and

WHEREAS, public parking at the Capitol is limited as the majority of the spaces are given to Legislators and their staffs; and

WHEREAS, therefore, the limited parking that is designated for the public at the Capitol must be kept open and made available to all Hawaii residents while the Legislature is in session conducting the people's business; and

WHEREAS, the number of available public parking spaces at the Capitol underground parking facility should not be reserved, restricted, or decreased for any reason, including reserved for special guests or special events, such as opening day or the Governor's State of the State address, during the first six months of each calendar year; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Legislative Reference Bureau is requested to study the issue of public parking at the Capitol, addressing issues that include:

(1) How many people come to the Capitol during the first six months of the calendar year;

(2) What is the purpose of such Capitol visits, for example, to attend hearings, briefings, or meetings;

(3) How many public parking stalls are available at the Capitol underground parking facility; and

(4) How more public parking facilities could be made available to the public; and

BE IT FURTHER RESOLVED that the Department of Accounting and General Services, Capitol Security, and other relevant departments and agencies are requested to cooperate with and assist the Legislative Reference Bureau in obtaining information necessary to address Capitol public parking issues; and

BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit a report of any findings and recommendations to the Legislature twenty days before the convening of the Regular Session of 2006;

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Comptroller, the Director of Public Safety, and the Director of the Legislative Bureau.
