Report Title: Procurement Code; AG Waiver; Exemptions Repealed
Description: Provides that procurement selection committee recommendations cannot be overturned without due cause. Reserves remedies of debarment and suspension for the protection of governmental interests and for acts in violation of the Procurement Code. Requires consideration of mitigating factors prior to any debarment or suspension. Allows AG to waive certain requirements for offerors of legal services not available in the state. Repeals Procurement Code exemptions. Waives repeal of UH exemption upon UH's adoption of debarment and suspension procurement rules consistent with section 103D-702, Hawaii Revised Statutes.
