Description: Clarifies that the accepting agency or authority for an environmental impact statement is not required to be the approving agency for the permit or approval. Requires an environmental assessment for proposed wastewater facilities, except individual wastewater systems, waste-to-energy facilities, landfills, oil refineries, and power-generating facilities.
