Authorizes the counties to impound motor vehicles for motor vehicle and insurance violations.

RELATING TO TAXATION OF ALTERNATIVE FUELS.

Suspends the State portion of the fuel tax on alternative fuels for a period of five years to encourage the development and use of alternative fuels.

RELATING TO UNADJUDICATED TRAFFIC FINES.

Transfers all fines and forfeitures collected for uncontested traffic infractions to the counties.

RELATING TO THE COUNTIES.

Authorizes counties to deputize nonprofit urban renewal organization employees to issue parking tickets. Requires the state director of finance to transmit to each county all the fines and forfeitures collected for uncontested parking violations committed in that county that are in excess of amounts required by the State to pay the administrative costs of the traffic violations bureau.

RELATING TO IMPACT FEES.

Authorizes the counties to assess impact fees, and transfers revenues to a new state special fund, to help pay for state highway improvements that serve new or more intensive development.
