RELATING TO FEES FOR ADMINISTRATIVE COSTS IN TRAFFIC CASES.

Increases the administrative costs imposed for processing of traffic cases and provides that additional moneys collected will be deposited in the judiciary computer systems special fund.

RELATING TO APPELLATE JURISDICTION.

Amends appellate jurisdiction of the supreme court and the intermediate appellate court changing the supreme court's jurisdiction to appeals by writ of certiorari or transfer from the intermediate appellate court. Repeals criteria for assigning appeals. Requires most appeals to be filed with the intermediate appellate court instead of the supreme court. Appoints a task force to review the changes and make recommendations for implementation. (HB2301 HD1)

RELATING TO DRUG ENFORCEMENT.

Appropriates funds to add nine investigators to the Narcotics Enforcement Division of the Department of Public Safety. (HB2803 HD1)

RELATING TO CONTROLLED SUBSTANCES.

Updates the controlled substance list. Allows the Department of Public Safety by rule to temporarily revise or amend the regulated list 1 or 2 of chemicals temporarily pending a subsequent legislative session. Adding gama hydroxybutyric acid (GHB) to the list of the depressants. Adding GHB to the definition of dangerous and harmful drugs. (HB2206 HD1)

RELATING TO THE WEED AND SEED STRATEGY.

Makes an appropriation for the Weed and Seed strategy. (HB2976 HD1)

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 227, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal. At the Chair's discretion, the time allowed for individual oral testimony may be limited.
