Appropriates funds for a youth summit to address ideas and concerns of interest to Hawaii's youth.

RELATING TO HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Requires the maintenance, operation, and inspection of rental units to be conducted in a timely and professional manner.

RELATING TO PUBLIC ASSISTANCE.

Allows the State to administer drug tests to welfare recipients. Requires EBT cards to contain the user's picture so only authorized persons can use the card.

RELATING TO EARLY CHILDHOOD EDUCATION.

Establishes a school readiness council to develop the open doors expansion program. Establishes the early childhood education special fund to provide for the funding of an early childhood education program through an increase in the individual income tax rate from 8.25 per cent to 8.90 to 10.10 per cent for individuals within the highest income brackets.

RELATING TO MEDICAID FUNDS.

Requires the Department of Human Services to combine case management and personal care Medicaid payments to maximize participation by assisted living facilities.

Appropriates funds from the emergency and budget reserve fund for various health and human services programs, including grants, for FY 2004-2005 only.

RELATING TO GENERAL EXCISE TAX.

Provides a general excise tax exemption for income received as a care home operator, a group child care home operator, or a group child care center operator.

RELATING TO GENERAL ASSISTANCE.

Requires review of medical records, prior to claim denial, if no mental, physical, or combination of disability is determined. Makes determination of no disability rebuttable. Requires DHS to give legible prompt notice of treatment recommendations, and gives treating doctors authority to determine whether the person has complied with treatment recommendations. Combines physical and mental disabilities for GA disability determinations.
