RELATING TO HUMAN SERVICES.

Requires the department of human services to abolish the cap on enrollment in the QUEST program.

RELATING TO HAWAII QUEST.

Expands coverages under Hawaii QUEST program by eliminating enrollment caps, increasing the medical assistance standard as a percentage of the federal poverty level, and covering adult dental services; expands coverages under QUEST Net program by providing eligibility without regard to prior enrollment in QUEST related programs, and covering dental and prescription drugs.

MAKING AN APPROPRIATION FOR QUEST AND MEDICAID COVERAGE FOR MICRONESIANS RESIDING IN HAWAII.

Appropriates funds for QUEST and Medicaid coverage for Micronesians residing in Hawaii.

RELATING TO DENTAL SERVICES FOR PREGNANT WOMEN.

Requires QUEST program to cover certain dental services for pregnant women beginning 7/1/2004. Requires director of human services to adopt rules.

RELATING TO MEDICAL RECORDS.

Allows all licensed health care providers to share medical information with other licensed health care providers of children under the child protective services system.

RELATING TO CHILD ABUSE AND PROTECTION.

Requires the department of human services to implement a program to conform to the federal Child Abuse Prevention and Treatment Act to provide drug affected newborns and their families with referral services, safe care, and triage procedures; requires DHS to seek federal grants; allows DHS to adopt necessary rules to obtain federal grants.

RELATING TO CHILD PROTECTION.

Provides immunity from prosecution for leaving an unharmed newborn at a hospital, fire station or police station within 72 hours of birth. Provides immunity from liability for hospitals, fire stations, and police stations and their personnel for receiving a newborn.

RELATING TO CRITICAL ACCESS HOSPITALS.

Substitutes DHS for Hawaii health systems corporation for state matching funds for rural hospitals. Makes permanent definition of "critical access hospital", payment methodology to these hospitals using medicare reasonable cost principles, and exemption of these hospitals from medicaid reimbursement equity.

RELATING TO HEALTH.

Increases eligibility for the State Children's Health Insurance Program to 300% of the federal poverty level. Appropriates funds.
