RELATING TO GENERAL ASSISTANCE.

Requires review of medical records, prior to claim denial, if no mental, physical, or combination of disability is determined. Makes determination of no disability rebuttable. Requires DHS to give legible prompt notice of treatment recommendations, and gives treating doctors authority to determine whether the person has complied with treatment recommendations. Combines physical and mental disabilities for GA disability determinations.

RELATING TO STATE FUNDS.

Appropriates funds from the emergency and budget reserve fund for various health and human services programs, including grants, for FY 2004-2005 only.

RELATING TO CRITICAL ACCESS HOSPITALS.

Substitutes the Department of Health for Hawaii Health Systems Corporation for state matching funds for rural hospitals. Makes permanent definition of "critical access hospital", payment methodology to these hospitals using medicare reasonable cost principles, and exemption of these hospitals from medicaid reimbursement equity.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Military Community Infrastructure Development Revolving Loan Fund to help military communities develop infrastructure to minimize the possibility of or the adverse effects of the closure or reduction in capacity of a military installation on the military community.
