SENATE RESOLUTION

 

requesting the department of health to post known sites of illegal dumping on its departmental website for public health and environmental purposes.

 

WHEREAS, illegal dumping is prevalent across the State; and

WHEREAS, the dumping of white goods, old furniture, garbage, and auto parts is an eyesore for surrounding neighborhoods and communities and a sad, ugly sight to visitors; and

WHEREAS, these eyesores tend to invite other neighborhood corruption and illegal activities; and

WHEREAS, as a result, illegal dumping can greatly reduce property values; and

WHEREAS, the Department of Health has inadequate personnel, consisting of only two positions, to inspect all suspected illegal dumping sites statewide; and

WHEREAS, it is a difficult task, particularly with limited resources and manpower to catch illegal dumpers in the act; and

WHEREAS, real estate transactions often do not include written disclosure to prospective purchasers of illegal dumping on the subject property; and

WHEREAS, prospective purchasers of the property are likely to be unaware of illegal dumping activity, particularly if the dumping is sporadic or if the dumped material is removed prior to a purchaser's inspection; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, that the Department of Health is requested to post known sites of illegal dumping on its departmental website for information to prospective property purchasers and to discourage the practice of illegal dumping by making the locations of such illegal dumping readily and easily accessible public records via the Internet; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Health.
