SENATE RESOLUTION

 

requestING THE University of Hawaii to update the 1994 DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES' master building plan for the College of Education.

 

WHEREAS, the Department of Education is experiencing a severe shortage of teachers and school administrators; and

WHEREAS, the College of Education at the University of Hawaii is the major producer of teachers in Hawaii; and

WHEREAS, the College of Education produces three hundred fifty teachers each year, and other branches of the University of Hawaii, and other schools such as Hawaii Pacific University, Brigham Young University Hawaii, and Chaminade University of Honolulu produce substantial amounts of teachers annually as well; and

WHEREAS, even the combined output of all of these teacher training programs falls significantly short of the department's need for over one thousand three hundred new teachers each year; and

WHEREAS, the College is increasing its capacity to produce teachers on Oahu and the Neighbor Islands; and

WHEREAS, attrition is one major cause of the teacher and administrator shortage; and

WHEREAS, teacher and administrator attrition can be reduced through enhanced professional development opportunities; and

WHEREAS, the College of Education is a major supplier of professional development through its advanced academic programs and millions of dollars in external training funds; and

WHEREAS, according to a 1994 report from the Department of Accounting and General Services, "several of the older wooden buildings built about the time of World War II are deteriorating structurally, and the spaces therein are functionally inadequate and obsolete. Constructed according to building codes which have been superseded, some of these buildings do not meet current standards and pose safety and heath hazards"; and

WHEREAS, new upgraded facilities for the College of Education will help the college better address the teacher and administrator shortage and will help the college provide more preservice and inservice programs; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, that the University of Hawaii is requested to update the master building plan for the College of Education which was developed in 1994 by the Department of Accounting and General Services; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Comptroller, the President of the University of Hawaii, and the Director of the University of Hawaii College of Education.
