RESOLUTION
requesting the department of health to develop a program to ensure that all schools are staffed with school health aide personnel.
WHEREAS, it is the responsibility of school health aides to render first aid as skillfully and promptly as possible to any student or other individual who becomes ill or is injured on school premises; and
WHEREAS, school health aides are tasked with storing or administering oral and topical medication prescribed by a student's physician, with the approval of the school administration; and
WHEREAS, school health aides assist any student who may require individualized health care services during the regular school day; and
WHEREAS, school health aides see a minimum of six students and a maximum of 85 students per day; and
WHEREAS, when school health aides are ill, substitutes are not available, and when a school lacks a health aide for an extended period of time, public health nurses provide coverage since they supervise school health aides; and
WHEREAS, a limited number of public health nurses exists; and
WHEREAS, school health aides and public health nurses are Department of Health (DOH) employees; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that DOH is requested to develop a program to provide dependable substitutes for school health aides throughout the State to ensure that every school health room is staffed at all times by qualified health personnel; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Health, Superintendent of Education, Chair of the Board of Education, and President of the Parent Teacher Student Association.
