SENATE CONCURRENT

RESOLUTION

 

requesting the office of youth services, attorney general, family court, county PROSECUTORS, judiciary, department of human services, department of health, department of education, juvenile justice center, and private agencies to supply information regarding the types of services and allocations for such services provided to pre-adjudicated and ADJUDICATED juvenile offenders to the steering committee of the hawai'i juvenile justice PROJECT and the twenty-third session of the hawai'i state legislature.

 

WHEREAS, the State of Hawaii is actively seeking to provide appropriate services to our pre-adjudicated and juvenile offender population; and

WHEREAS, the problems associated with the Hawai'i Youth Correctional Facility have spurred the community to form the Hawai'i Juvenile Justice Project; and

WHEREAS, there is no one agency tracking all the services currently rendered and the gaps in services that exist; and

WHEREAS, the Legislature recognizes the importance of the work of the Hawai'i Juvenile Justice Project in gathering this information to provide a seamless continuum of care to our pre-adjudicated and adjudicated juvenile offenders; and

WHEREAS, appropriate services to this population can decrease the number of juveniles entering the adult criminal justice system; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Office of Youth Services, Attorney General, Judiciary, Family Court, County Prosecutors, Department of Human Services, Department of Health, Department of Education, Juvenile Justice Center, and private agencies rendering such services provide information by June 30, 2004 to the Steering Committee of the Juvenile Justice Project through its Chair and CEO of Maui Youth and Family Services describing the types of services rendered, where the juveniles are placed, the number of juveniles served, and all allocations for such services provided to pre-adjudicated and adjudicated juvenile offenders for the last three years; and

BE IT FURTHER RESOLVED that these agencies and any other entities providing services to this population identify the gaps that currently exist in service delivery with recommendations for creating a seamless continuum of care; and

BE IT FURTHER RESOLVED that the recommendations from these agencies for creating a seamless continuum of care be part of the report by the Hawai'i Juvenile Justice Project to be transmitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of the Office of Youth Services, Attorney General, Senior Judge of Family Court, County Prosecutors, Chief Justice of the Judiciary, Director of Human Services, Director of Health, and Superintendent of Education.
