SENATE CONCURRENT

RESOLUTION

 

Requesting the City and COunty of Honolulu TO expand the Hawaii Capital Special District to encourage the maximum involvement and support of all organizations, private and public, in a collaborative process with the state foundation on culture and arts to plan for, sustain, and promote culture and the arts in hawaii.

 

WHEREAS, arts and culture are treasured resources that affect every aspect of life in Hawaii, including the economy, the education of children, the quality of life, and community development; and

WHEREAS, the diverse arts and culture of Hawaii enhance and enrich the lives of every Hawaii resident and visitor; and

WHEREAS, in recognition of the cultural and historical significance of certain buildings and landmarks in downtown Honolulu, the City and County of Honolulu created the Hawaii Capital Special District, a geographic area bounded by Vineyard Boulevard, Alakea Street, South Street, and the Waterfront District, created for the express purpose of preserving and protecting buildings and landmarks which reflect the State's civic, aesthetic, cultural, social, economic, political, and architectural heritage; and

WHEREAS, the geographic area bounded by Kalihi and Piikoi Streets, Beretania Street, and the Pacific Ocean also contains a treasured assemblage of historic, civic, artistic, cultural, and natural resources that epitomizes Hawaii's diverse ethnic heritage. These historic landmarks and buildings are also worthy of special recognition, conservation, and enhanced public awareness and access; and

WHEREAS, the first-ever partnership, unifying the public, government, and private stake holders in the geographic area bounded by Kalihi and Piikoi Streets, Beretania Street, and the Pacific Ocean has been assembled to manage, preserve, protect, and enhance these assets for Hawaii's citizens and the world; and

WHEREAS, given the close proximity of this geographic area to the Hawaii Capital Special District, it is crucial that this public-private collaboration also include active participation and input by the City and County of Honolulu. This partnership of state and county agencies as well as private organizations and individuals will ensure that preservation efforts being undertaken in and around downtown Honolulu are part of a seamless and well-coordinated strategy which not only maximizes resources, but also increases awareness and appreciation of Hawaii's cultural treasures; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the City and County of Honolulu is respectfully requested to expand the Hawaii Capital Special District to include the geographic area bounded by Kalihi and Piikoi Streets, Beretania Street, and the Pacific Ocean; and

BE IT FURTHER RESOLVED that the Legislature reaffirms its commitment to the preservation and development of culture and arts throughout the State, and encourages the maximum involvement and support of all organizations, private and public, in a collaborative process under the leadership of the State Foundation on Culture and the Arts to plan for, sustain, and promote culture and the arts in Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of the State Foundation on Culture and the Arts, the Comptroller, the Director of Business, Economic Development, and Tourism, Mayor and the Chairperson of the Council of the City and County of Honolulu, the Chair of the Hawaii Tourism Authority, and the President and Chief Executive Officer of the Hawaii Visitors and Convention Bureau.
