SENATE CONCURRENT

RESOLUTION

 

recognizing the accomplishments of pacific resources for education and learning in hawaii and supporting its designation as an "educational service agency."

 

WHEREAS, schools within the State of Hawaii have students from a wide variety of different backgrounds and ethnicities; and

WHEREAS, despite their differences, each school shares a common goal of providing the best education possible and making the most efficient use of resources available from all sources; and

WHEREAS, Hawaii's public and private schools need a strong, statewide educational delivery system for students in kindergarten through twelfth grade; and

WHEREAS, consistent with federal "No Child Left Behind" guidelines, a statewide educational services agency must be certified by the Hawaii State Legislature and is charged with helping to equalize educational opportunities, meeting the needs of schools, and supporting the efforts of the Hawaii State Board of Education; and

WHEREAS, Pacific Resources for Education and Learning (PREL), a nonprofit educational services agency, functions as a clearinghouse for all schools in the State to exchange and gather ideas, funding mechanisms, and ways to improve student learning and accountability; and

WHEREAS, PREL's mission to strengthen culture, increase literacy, and improve quality of life, is consistent with its core beliefs that it is essential to educate the whole child and that cultural diversity is to be valued, and underlie its efforts to increase literacy in technology, science, mathematics, and health, as well as reading; and

WHEREAS, PREL's programs provide resources and products developed to promote educational excellence for children, youths, and adults, particularly in multicultural and multilingual environments; and

WHEREAS, PREL's established partnerships and networks are designed to meet the educational needs of governments, communities, and businesses; and

WHEREAS, PREL's activities at the local level in Hawaii have proven to be enormously successful, and the organization is a logical and appropriate choice for federal designation as an "educational service agency;" now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Legislature recognizes the achievements of Pacific Resources for Education and Learning in Hawaii and supports its designation as an "educational service agency" for the State of Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the United States Secretary of Education, the Superintendent of Education, and the president of Pacific Resources for Education and Learning.
