SENATE CONCURRENT

RESOLUTION

 

requesting the attorney general to establish a program to set up a state sponsored pOST OFFICE box for victims of sexual assault, domestic abuse, and stalking.

 

WHEREAS, individuals who have been abused seek protective orders when there has been sufficient abuse, threat, and fear to warrant protection by the court; and

WHEREAS, the increase in incidents of sexual assault and domestic abuse requires the implementation of new means to afford greater protection for these victims; and

WHEREAS, resources are being diminished in the efforts to fight sexual assault; and

WHEREAS, victims of sexual assault, domestic violence, and stalking are at a high risk of repeat attacks by these criminals due to the nature of the crime; and

WHEREAS, the best defense for ensuring a victim will no longer be subject to further abuse by their attackers is to cut off all communication from them; and

WHEREAS, several states have set up a program for victims by issuing them a state-sponsored Post Office box address and forwarding their mail to a confidential address by a free service; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Attorney General is requested to sponsor a Post Office box address for victims of sexual assault, domestic violence, and stalking for correspondence to be forwarded to their confidential address; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Attorney General, the Director of Human Services, and the Director of Health.
