SENATE CONCURRENT

RESOLUTION

 

Requesting the Legislative reference bureau to study the feasibility of establishing a solid waste convenience center or transfer station midway between heeia and laie.

 

WHEREAS, there has been a sharp increase in the number of illegal dump sites throughout Windward Oahu which threatens the health and safety of residents living there as well as despoils the natural beauty of this area; and

WHEREAS, Windward Oahu communities have mobilized to fight this problem of illegal dumping by sponsoring clean-up events, encouraging and expanding recycling efforts, and raising public awareness of this issue; and

WHEREAS, despite these laudable efforts, the continued presence of illegal dump sites on Windward Oahu indicates that individuals living outside these communities continue to dump garbage and other assorted solid waste at these illegal dump sites simply because they do not want to make the trip to Kapaa Quarry landfill and pay an expensive dumping fee; and

WHEREAS, cities on the mainland have utilized solid waste convenience centers and transfer stations as important components of their solid waste disposal program; and

WHEREAS, these solid waste convenience centers and transfer stations are located throughout these cities and act as important collection points for residents to drop off solid waste, a variety of recyclable products, and garden or yard waste for a nominal fee; and

WHEREAS, the success of these solid waste convenience centers and transfer stations on the mainland may help reduce the incidents of illegal dumping as well as the proliferation of illegal dump sites in Hawaii, and thus merits further consideration for potential application in Hawaii to address the problem of illegal dumping; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Legislative Reference Bureau is requested to conduct a comprehensive study to determine the feasibility of establishing a solid waste convenience center or transfer station between Heeia and Laie, and one or more suggested locations if it is feasible; and

BE IT FURTHER RESOLVED that in formulating this report, the Legislative Reference Bureau is encouraged to meet with and gather vital information from important stakeholders, including the owners and operators of these mainland facilities, the communities that are located around Heeia and Laie, and the various federal, state, and county governmental officials possessing both the expertise and regulatory authority over solid waste disposal, including the Department of Environmental Services of the City and County of Honolulu; and

BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit its findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Acting Director of the Legislative Reference Bureau and the Director of the Department of Environmental Services of the City and County of Honolulu.
