SENATE CONCURRENT

RESOLUTION

 

supporting increasing the depth of barbers point harbor.

 

WHEREAS, Barbers Point harbor is an important point of entry for goods shipped into the State from overseas; and

WHEREAS, state leaders are looking for methods to diversify the tourism industry in Hawaii; one of the avenues of exploration is to authorize cruise ships to land at various ports throughout the State, including Barbers Point; and

WHEREAS, when fully loaded, cargo ships currently in operation have a draft of up to forty-five feet, and cruise liners have a draft of up to fifty-six feet; and

WHEREAS, Honolulu harbor can only accommodate vessels with no more than a forty foot draft, and it is imperative that there be at least one port on Oahu with a deeper draft; and

WHEREAS, although it was previously thought that Barbers Point harbor could not be further dredged, it is now known that the harbor could be dredged to a sufficient depth to accommodate both cargo ships and cruise vessels; and

WHEREAS, there have been concerns raised by fishers that while dredging equipment is in use, particularly mud plumes, the local fish population is driven away, harming both the commercial fishing industry and subsistence fishers; and

WHEREAS, due to their concerns over the effect of the dredging equipment, fishers at Barbers Point harbor have expressed their support for dredging the harbor to its deepest viable depth at a single time rather than in multiple phases; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Legislature expresses its support for increasing the depth of Barbers Point harbor to fifty-six feet in a single dredging operation rather than in phases; and

BE IT FURTHER RESOLVED that the Department of Transportation is requested to seek federal matching funds to support the dredging operations; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor of the State of Hawaii and to the Director of Transportation.
