SENATE CONCURRENT

RESOLUTION

 

requesting the department of transportation to STUDY AND INSTALL A TRAFFIC SIGNAL LIGHT AT THE INTERSECTION OF KAMEHAMEHA HIGHWAY AND KUALA STREET IN PEARL CITY TO ALLEVIATE TRAFFIC CONGESTION AND PROVIDE PROTECTION TO NEARBY RESIDENTS WHO FREQUENTLY CROSS THAT INTERSECTION.

 

WHEREAS, the Pearl City area of Oahu is a highly developed urban community with a high density of residents, particularly in the numerous high rise residential condominiums and apartments in the area; and

WHEREAS, there is a dangerous intersection at the corner of Kamehameha Highway and Kuala Street, where the Pearl Highlands Shopping Center is located, that is heavily trafficked by commercial and private vehicles and by pedestrians; and

WHEREAS, safety concerns are heightened by the fact that there are two high rise condominiums in the immediate area; and

WHEREAS, there is no traffic signal light at this intersection, which creates a dangerous condition that is ripe for a major vehicular collision or pedestrian fatality; and

WHEREAS, the absence of a traffic signal light also results in major traffic congestion during business hours of the surrounding commercial establishments; and

WHEREAS, the installation of a traffic signal light at the intersection of Kamehameha Highway and Kuala Street would serve to avoid imminent traffic accidents and pedestrian injuries and fatalities; and

WHEREAS, Kamehameha Highway is a state highway under the jurisdiction of the Department of Transportation (DOT), pursuant to section 264-1, Hawaii Revised Statutes, which has responsibility and authority for construction and maintenance of the state highways under section 264-43, Hawaii Revised Statutes; and

WHEREAS, in October 2002, the Department of Transportation Services of the City and County of Honolulu conducted the "Manana Sub-Area Traffic Study" which found that:

"Traffic along lower Kuala Street has greatly increased after the opening of Kuala Street (Spine Road). The roadway is used to access Kamehameha Highway, H-l and H-2 freeways. Two conflicting issues have been established for lower Kuala Street: 1) Controlling the increased traffic volumes and speeding along the roadway; and 2) Providing adequate capacity to accommodate a future increase in traffic";

now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the DOT is requested to conduct a feasibility study of installing a traffic signal light at the intersection of Kamehameha Highway and Kuala Street; and

BE IT FURTHER RESOLVED that the DOT study review concerns raised by this Concurrent Resolution; and

BE IT FURTHER RESOLVED that the DOT proceed to install this traffic signal light at the earliest possible time, if the study concludes that the installation of such a light is warranted; and

BE IT FURTHER RESOLVED that the DOT collaborate with the City and County of Honolulu in conducting the study and installing the traffic signal light; and

BE IT FURTHER RESOLVED that the Department of Transportation Services of the City and County of Honolulu is requested to assist and cooperate with the DOT in conducting the study and installing the traffic signal light; and

BE IT FURTHER RESOLVED that the DOT is requested to report to the Legislature on its findings and recommendations no later than twenty days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and Director of the Department of Transportation Services of the City and County of Honolulu.
