SENATE CONCURRENT

RESOLUTION

REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM AND THE EAST-WEST CENTER TO CONDUCT AN INVENTORY OF INTERNATIONAL ACTIVITIES IN HAWAII TO AID BUSINESS, GOVERNMENT, AND CIVIC ORGANIZATIONS.

 

WHEREAS, many activities and programs involving international activities are held in Hawaii; and

WHEREAS, many parties are often unaware of the activities and programs of other parties involving international activities; and

WHEREAS, an inventory of such activities and programs would help to promote trade, cultural understanding, and efficiency; and

WHEREAS, monitoring and inventorying international activities and programs in the State should be the duty of government; and

WHEREAS, international activities mean any activity or program, regular function, or liaison between businesses, local government, state government, federal government, or tax exempt civic and non-governmental organizations with nexus in Hawaii and relate to international affairs, and businesses, governments, and civic and non-governmental organizations with a nexus to Hawaii and recognized status in a sovereign foreign nation, including territories held by the United States; and

WHEREAS, the Department of Business, Economic Development, and Tourism presently maintains an ad hoc inventory of international activities that relate to trade and commerce and this information is provided to the Department by industry, economic development, and trade organizations; and

WHEREAS, in some cases, organizations providing this information to the Department of Business, Economic Development, and Tourism have requested that this information be kept confidential out of respect for their clients who do not wish to be solicited; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism with the assistance of the East-West Center, because of their unique expertise in such matters, is requested to conduct and publish a preliminary inventory of all international activities and programs in the State as an aid to business, government, and civic organizations in their international endeavors; and

BE IT FURTHER RESOLVED that the inventory be published on the Internet on the state government's website for convenient use by every interested person, ten days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that as part of the compilation of the inventory, the Department of Business, Economic Development, and Tourism is requested to evaluate and make recommendations for the resources required to maintain and update this inventory on a regular basis, and include any such recommendations, as well as information regarding links to the website inventory, in a report to the Legislature ten days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the President of the East-West Center, the President of the Hawaii Division of the United Nations Association, and the Director of Business, Economic Development, and Tourism, who in turn is requested to transmit copies to all foreign diplomats stationed in Hawaii.
