A BILL FOR AN ACT

 

Making an APPROPRIATION FOR SCHOOL SECURITY GUARDS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that voluntary training programs exist for secondary school security guards and that no certification or prior experience is presently required to become a guard. The purpose of this Act is to ensure that guards meet certain minimum standards in the interest of public safety on campus.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, to establish a mandatory basic training program for secondary school security guards.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
