A BILL FOR AN ACT

 

making an appropriation for foster children.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that there are over two-hundred eighty foster children in the State between the ages of two to eighteen years, who require specialized support and services to meet their social and behavioral needs. The legislature further finds that there are insufficient foster and group homes that can meet the needs of these children because they do not have the necessary resources.

The purpose of this Act is to appropriate funds to increase the capacity to provide services for children residing in foster homes or group homes with social and behavioral needs and who are not eligible for department of health foster homes.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000, or so much thereof as may be necessary for fiscal year 2003-2004, for foster boarding homes and group homes that provide programs and services for children with social and behavioral needs to increase their statewide capacity by at least an additional sixty beds.

SECTION 3. The sum appropriated shall be expended by the department of human services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
