A BILL FOR AN ACT

 

relating to public health.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 339, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§339-   Litter hotline program. (a) The director shall establish and administer a litter hotline program. The program shall:

(1) Provide single points of communication for persons to report incidents of littering to the department; and

(2) Send to persons reported to have committed a violation of this chapter a letter informing them of Hawaii's laws controlling litter and the associated fines for violations.

For purposes of this section, "single points of communication" includes a single telephone number, internet address, and any other relevant and efficient mode of communication that facilitates the reporting of violations of this chapter to the department.

(b) The director shall adopt rules necessary to carry out the provisions of this section pursuant to chapter 91."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2003-2004, for the establishment and administration of the litter hotline program established in section 1 of this Act.

SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect on July 1, 2003.
