A BILL FOR AN ACT

 

MAKING APPROPRIATIONS FOR DENTAL SERVICES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the State is sorely lacking in adequate and appropriate dental clinics that provide dental services, not including emergency dental services, to the underserved particularly on the neighbor islands. The legislature further finds that the State's Medicaid program for dental services is lacking in sufficient funding to pay for dental services, not including emergency dental services, for Medicaid eligible individuals.

The purposes of this Act is to make appropriations for the establishment of more dental clinics and hiring of more dentists, and for providing more Medicaid funding for dental services.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2003-2004, for the establishment of more state dental clinics and the hiring of more state dentists and dental hygienists, with priority given to the neighbor islands and rural areas of Oahu, but excluding emergency dental services.

The sum appropriated shall be expended by the department of health.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2003-2004, for the State's Medicaid program for dental services, but excluding emergency dental services.

The sum appropriated shall be expended by the department of human services.

SECTION 4. This Act shall take effect on July 1, 2003.
