A BILL FOR AN ACT

 

relating to promotion of high technology industries in hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that over the past decade, the State has consistently tried to diversify its economy to reduce its dependency on the visitor industry. The State has targeted high technology as a logical value-added and clean sector to promote and develop. Over several years, culminating in legislation embodied in Act 221, Session Laws of Hawaii 2001, the State has outlined its vision and supported its policy by providing solid incentives and benefits for investors in high technology industries in Hawaii.

The legislature further finds that although these incentives are real, they have not reached their full potential in promoting the development of new high technology firms in the State. The job of promoting high technology industries has fallen to government officials, who often lack experience and background in various technology fields. The legislature believes that promotion of high technology industries can be carried out much more effectively by those who are familiar with and have extensive experience and dealings with high technology issues. The purpose of this Act is to locate and allocate resources to effectively promote the development of high technology industries in Hawaii.

SECTION 2. Without regard to chapters 42F or 103D, Hawaii Revised Statutes, the Hawaii tourism authority shall allocate $            from its fiscal year 2003-2004 budget and $            from its fiscal year 2004-2005 budget to contract with the Hawaii Technology Trade Association to market and promote the development of high technology industries in Hawaii, including maximizing the effect of the provisions of Act 221, Session Laws of Hawaii 2001, to the benefit of the State.

SECTION 3. This Act shall take effect upon its approval.
