A BILL FOR AN ACT

 

making an appropriation for ambulance service in kula and kihei, maui.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the Kula and Kihei regions of Maui are fast growing community and tourist centers that require improved twenty-four hour, locally based advanced life support ambulance services for their visitors and residents. Kula now has no such service, while Kihei requires additional ambulance services. During emergency situations occurring after regular ambulance service hours, the current response time of ambulances from nearby communities increases by an additional fifteen to thirty minutes, depending on the location of the ambulance. The legislature further finds that in many emergency medical situations, this prolonged response time can mean the difference between life and death for individuals visiting or living in these communities.

The purpose of this Act is to provide parity in emergency health care for residents and visitors of Kula and Kihei, Maui by providing sufficient twenty-four hour advanced life support ambulance services.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, to provide sufficient twenty-four hour advanced life support ambulance services in Kula and Kihei, Maui.

SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
