A BILL FOR AN ACT

 

RELATING TO an Office of Technology and Economic Development.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 29, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§29- Establishment of office of technology and economic development. (a) There shall be in Washington, District of Columbia, a Hawaii office of technology and economic development, which is placed within the department of budget and finance for administrative purposes.

(b) The office shall be contracted through a private sector consultancy, and shall pursue federal funding sources for research and development in dual use technologies and biotechnology. The primary objective of the office shall be to work in conjunction with Hawaii's congressional delegation to identify potential sources of federal and private funding and grants, and to coordinate the efforts of the office with the University of Hawaii, including the research corporation of the University of Hawaii, and private sector companies in Hawaii."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, to establish a Hawaii office of technology and economic development in Washington, District of Columbia, as provided in this Act.

SECTION 3. The sums appropriated shall be expended by the department of budget and finance for the purposes of this Act.

SECTION 4. New statutory material is underscored. SECTION 5. This Act shall take effect on July 1, 2003.
