A BILL FOR AN ACT

 

RELATING TO ELECTIONS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that voter confidence has been shaken by recent voting irregularities in Hawaii and in other states. In order to restore public confidence and encourage higher participation in the voting process, the legislature believes that every effort should be made to reveal voting results as soon as practicable to the voters in every precinct. The legislature understands that the voting machines used in the polling places are capable of printing the totals of the ballots deposited into those machines. This being the case, the legislature finds that there is no reason why results of votes cast at each polling place cannot be printed out and posted at that precinct after the polls are closed.

SECTION 2. Chapter 11, Hawaii Revised Statutes, is amended by adding a new section in part IX to be appropriately designated and to read as follows:

"§11- Totals of votes cast at each polling place; posting results. Within one hour after a poll has officially closed after each election, the polling place shall post a printout of voting results from that polling place. The printed results shall remain posted for twenty-four hours at a location at or near the polling place where the public has access."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
