A BILL FOR AN ACT

 

making an appropriation to the department of education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the salary schedule for educational officers, unlike the salary schedule for teachers, does not take into consideration advanced degrees earned. Therefore, educational officers, including principals and vice principals, who undertake advanced studies that enable them to better serve Hawaii's public schools, are not compensated for furthering their skills and training.

The legislature finds that increasing the salaries of principals and vice principals with advanced degrees will encourage professional growth and improve the quality of leadership in our public schools. The legislature further finds that salary incentives will enable the department of education to recruit and retain qualified individuals as school principals and vice principals at a time when the department faces a critical principal shortage.

The purpose of this Act is to provide additional compensation to public school principals and vice principals who hold advanced degrees.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, to provide additional compensation to public school principals and vice principals who hold master's or doctoral degrees in teaching, education, public administration, or in other fields related to their job duties.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
