A BILL FOR AN ACT
relating to teachers.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that ambitious, hardworking teachers who consistently strive to improve their skills are an invaluable resource to any state. With a teacher shortage nationwide, competition to attract and retain the best teachers is very intense.
Of the many excellent teachers throughout the country, only the most committed individuals complete the certification program of the National Board for Professional Teaching Standards. This extremely rigorous process requires the submittal of a comprehensive portfolio including videotapes of the candidate teacher at work, samples of student work, and intensive written self-analysis. A national board certified teacher is not just an extremely effective educator, but a professional who can serve as a source of knowledge and inspiration to others.
The legislature further finds that while the State has supported national board certified teachers in the past with salary bonuses, a permanent program is necessary to encourage teachers to seek this notable goal and to attract existing board-certified teachers. Currently, bonuses for these teachers can only be provided if included in collective bargaining agreements, or through periodic appropriations by the legislature. However, more lasting measures need to be implemented to demonstrate that the State recognizes the value of board certified teachers.
Accordingly, the purpose of this Act is to enhance Hawaii's teaching force by expanding the support program for national board certified teachers to require national board certified teachers to receive a $5,000 salary bonus for every year a teacher maintains board certified status.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- National board certification support program special fund. There is established in the treasury of the State the national board certification support program special fund, into which shall be deposited legislative appropriations, federal or private grants, donations, and any other moneys collected for the national board certification support program established under section 302A-702. Moneys in the fund shall be used for the purposes of the national board certification support program, including:
(1) Providing salary bonuses to national board certified teachers; and
(2) Assisting candidates for national board certification.
The special fund shall be administered by the department of education."
SECTION 3. Section 302A-702, Hawaii Revised Statutes, is amended to read as follows:
"[[]§302A-702[]] [Candidates for] National board certification[.] support program; salary bonus. (a) There is created in the department[,] a national board certification support program to [provide] support public school teachers who are candidates for certification, or who become certified, under the national board certification program of the National Board for Professional Teaching Standards. The support program shall:
(1) Provide assistance to any teacher in a public school who becomes a candidate for national board certification[.];
(2) Provide a salary bonus for any teacher in a public school who achieves national board certification; and
(3) Include a mentoring component that encourages and enables national board certified teachers to assist other teachers and share their teaching expertise.
(b) Any public school teacher who becomes national board certified shall receive an annual salary bonus in the amount of $5,000 for each year in which the teacher maintains national board certification status.
[(b)] (c) The Hawaii teacher standards board shall develop, implement, and administer the support program."
SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2004.
