A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that national service programs like AmeriCorps enjoy broad, bipartisan support throughout the nation. This support is so extensive that a majority of Americans would also support a substantial enlargement of such programs. Education is one area in which this expertise is needed. One group of people eager to serve includes older Americans, who would bring to education service programs an extensive background of practical and professional experiences and academic accomplishment.

The purpose of this Act is to create a master corps in the department of education.

SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-   Master corps program; established. (a) There is established in the department an master corps program designed to provide volunteer service opportunities in education for people aged fifty five years and older. Volunteers shall be provided a stipend of $150 per month, which shall not count as income for the purposes of determining the volunteer's individual income tax for the State of Hawaii, in exchange for twenty-five hours of service in the department weekly. Upon the successful completion of one year of service, as determined by the department, the volunteer shall also be provided with either a four thousand dollar:

(1) Transferable education award; or

(2) Health care voucher.

(b) The department shall establish procedures by which volunteer service opportunities match the skills, interests, and geographic location of the volunteers with the priority needs of the department."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, for a master corps in the department of education.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. New statutory material is underscored.

SECTION 6. This Act shall take effect on July 1, 2004.
