A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE fifteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $30,315,119, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the following capital improvements in the fifteenth senatorial district:
1. Salt Lake Waterway
Appropriate funds for Salt Lake Waterway clean-up. $ 340,000
2. Aliamanu elementary school
A. Plan, design and construction of school office for clerical, administrative and support staff. $1,450,000
B. Plan, design and construction of
a classroom building. $1,500,000
C. Plan, design and construction of
security fence/cattle gates. $ 75,000
3. Aliamanu middle school
A. Upgrade electrical system to provide more power for technology and related activities. $ 350,000
B. Repair deteriorated volleyball/basketball courts to address safety concerns. $ 240,000
4. Hickam elementary school
A. Design and install telephone system to facilitate safety and welfare for students. $ 60,000
B. Install phones and necessary wiring in offices and classrooms. $ 60,119
C. Renovation and expansion of administration-library building. $2,310,000
5. Makalapa elementary school
A. Renovate and expand cafeteria to minimize staggered lunch hour and to alleviate crowded conditions. $ 915,000
B. Re-roof entire campus, all buildings, D, F, A leak. $ 900,000
C. Replace bell program system to have entire campus on one compatible system. $ 60,000
D. Install security screens on the windows of portable classroom buildings to address theft problems. $ 100,000
E. Design and construction for electrical upgrade for entire campus. $ 300,000
6. Moanalua elementary school
A. Plan, design, and construction for eight classrooms to replace existing portable classrooms. $ 4,000,000
B. Plan, design, and construction to expand library building to accommodate technology center for students. $ 300,000
C. Construct retaining wall along Moanalua stream for kindergarten playground and emergency repairs to correct hazardous and safety conditions. $ 450,000
D. Construct roofing over existing open walkways. $ 13,000
E. Plan, design, and construction to expand parking lot. $ 25,000
7. Moanalua high school
A. Install student bathrooms near portable classrooms 7 and 8. $ 60,000
B. Install sinks in portable classrooms that are currently without water access. $ 15,000
C. Install water fountains near portables 7 and 8. $ 6,000
D. Replace existing bleachers, frame, infrastructure, and motor. $190,000
E. Plan, design, renovate locker rooms. $200,000
8. Moanalua middle school
A. Plan, design, construct electrical upgrade for entire school campus. $154,000
B. Plan, design, construct and renovate regular classrooms into science laboratory/classrooms to provide students with appropriate learning facilities. $3,210,000
9. Mokulele elementary school
A. Design and construct handicapped accessible ramp at campus entrance. $ 8,000
B. Design and install air conditioning unit to classrooms to alleviate high temperatures in classroom. $ 500,000
C. Purchase and installation of voice mail for newly installed Norstar telephone system. $ 7,000
D. Design and install automatic sprinkler system for existing sprinkler system to help curb erosion of student playfield. $ 75,000
E. Resurface existing playcourt to address current hazardous conditions. $ 50,000
10. Pearl Harbor elementary school
A. Plan, design, and construction to build school library. $2,500,000
B. Install cattle gates at both entrance and exit of school driveway. $ 35,000
C. Install an 8-foot solid fence along the back of the school that borders on the new Navy Exchange parking area. $ 70,000
11. Pearl Harbor Kai elementary school
A. Plan, design, and construction to renovate existing restrooms to comply with handicapped accessible law. $ 250,000
B. Plan, design, and construction to expand parking lot to ensure traffic and pedestrian safety. $ 150,000
12. Pu`uhale elementary school
A. Pave Kanakanui Road. $80,000
B. Re-pave main school parking lot. $66,000
C. Covered playcourt. $900,000
D. Upgrade 1st floor lights. $200,000
E. Replace carpeting. $300,000
F. Install classroom wall dividers. $200,000
G. Repaint interior walls/hallway. $5,000
H. Repaint classroom interiors. $60,000
I. Construction of covered walkway between main building and cafeteria. $ 225,000
J. Tetherball base bedding/concrete supports. $ 10,000
13. Radford high school
A. Design, construction, and equipment for multi-purpose classroom to accommodate food service classes. $ 400,000
14. Red Hill elementary school
A. Plan, design, and construction of covered walkways. $ 131,000
B. Design and construction of water sprinkler system to mitigate erosion problem. $ 23,000
15. Shafter elementary school
A. Re-roof covered walkway from cafeteria to end of C Building. $ 43,000
B. Replace playground drinking fountains. $ 9,000
16. Salt Lake elementary school
A. Plan, design, and construction to upgrade electrical system, install air conditioning and renovate classrooms in building C. $ 750,000
17. Puuhale Street, Oahu
Plan, design, and construction for the Puuhale street storm drainage system from the vicinity of king street to nimitz highway and into the main drainage connector system. $3,500,000
18. Nimitz elementary school
A. Design and construction of playground equipment for lower grades' play area that is currently without any equipment. $ 85,000
B. Electrical upgrade, design, and construction of air conditioning for buildings A, C, and D as the nearby fumes and noise from the airport affect student learning. $1,500,000
C. Plan, design and construction of a library building. $ 500,000
D. Plan, design and construction of back playground and install irrigation system. $ 300,000
19. Alvah Scott Elementary
Design and construction of new playground equipment and surfacing for lower elementary grades K-2. $ 100,000
SECTION 2. The appropriations made for capital improvements projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 3. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2004.
