A BILL FOR AN ACT

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR a homeless shelter in west hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that homelessness is a growing problem in the county of Hawaii, especially in West Hawaii where homeless individuals are forced to survive without shelter. The purpose of this Act is to appropriate funds for the issue of general obligation bonds for the planning, design, and construction of a homeless shelter in West Hawaii in the county of Hawaii.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the following project for a homeless shelter in West Hawaii, county of Hawaii.

1. Plans, design, and construction $          

SECTION 3. The appropriations made for capital improvement projects authorized in this Act shall not:

(1) Be expended unless the county of Hawaii provides matching funds, on a dollar-for-dollar basis, for the sum appropriated; and

(2) Lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 4. The sum appropriated shall be expended by the county of Hawaii for the office of housing and community development for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2004.
