A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE EIGHTEENTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $16,474,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the purpose of capital improvement projects for the eighteenth senatorial district, as follows:
1. Pearl City High School
Plan, design, and construct
athletic training room
and weight room $1,000,000
2. Waipahu Elementary School
Plan, design, and construct
school wide electrical upgrade to
accommodate school needs $ 300,000
Plan, design, install, and construct
campus sprinklers and grassing to
address health concerns $ 100,000
One eight classroom building
Plan $ 400,000
Construction $3,000,000
Subtotal $3,400,000
3. Waikele Elementary School
Plan, design, install, and construct
a total of seven lighted lampposts to
address safety concerns $ 75,000
4. Manana Elementary School
Renovation of interior of library $ 65,000
5. Pearl City Highlands Elementary School
Electrical upgrade of campus $ 500,000
6. Lehua Elementary School
Installation of air conditioning system
in buildings A and B $ 800,000
Expansion of parking lot $ 90,000
Electrical upgrade of campus $ 700,000
Correct settlement problem in building B $1,000,000
7. Pearl City Elementary School
Renovation of library/media building $1,674,000

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1, items 1 to 7, shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. The sums appropriated for the respective capital projects set forth in section 1, item 8, shall be expended by the department of transportation for the purposes of this Act.
SECTION 5. The sums appropriated for the respective capital projects set forth in section 1, items 9 and 10, shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2004.
