A BILL FOR AN ACT

 

relating TO capital improvement projects for the benefit of the seventh senatorial district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

Part I.

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $9,510,000, or so much thereof as may be necessary, for fiscal year 2004-2005, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, is appropriated for the following capital improvement projects in the seventh senatorial district:

1. Adolescent Residential Treatment Facility (ARTF) $560,000

Renovate two buildings at Old Hanapepe

Humane Society site for ARTF purposes.

2. Transitional Residential Treatment Facility $1,000,000

Construct five facilities for transitional

programs and services.

3. Antone "Kona" Vidinha Stadium Complex $1,050,000

Phase II: Baseball Lighting and grand

stand improvements.

4. Waimea High School/District Swimming Pool $700,000

Restoration and renovation of a pool to meet department of health regulations.

5. Emergency Homeless Shelter $650,000

Construct dedicated shelters for the

homeless.

6. Kauai Community College, Performing Arts Center $500,000

Construct new air conditioning system.

7. Kapaa High School $50,000

Construct covered walkways.

8. Wilcox Elementary School $150,000

Construct full bathroom partitions;

six bathrooms.

9. Kilauea Elementary School $2,100,000

Construct new cafetorium facility.

10. Kauai High School $50,000

Design and plan new gymnasium.

11. Kapaa Elementary Library $2,500,000

Design and construct a new library.

12. Kauai Fruit Disinfestation Facility $200,000

Renovate facility.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of accounting and general services for the purposes of this Act.

Part II.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $450,000 or so much thereof as may be necessary, for fiscal year 2004-2005, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, is appropriated for the planning and construction of sewage facilities for the Waimea sewer system in the seventh senatorial district; provided that county matching funds shall be required prior to any expenditure of state funds.

SECTION 4. The sums appropriated for the capital project set forth in section 3 shall be expended by the county of Kauai for the purposes of this Act.

SECTION 5. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 6. This Act shall take effect on July 1, 2004.
