A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. In its 2004 report to the governor, the Hawaii workforce development council recommended as a priority action to "increase the amount of financial aid available to support low-income students' education and training beyond high school."
The purpose of this Act is to establish a financial aid for post-secondary education and training for low-income students program.
SECTION 2. Chapter 304, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§304- Financial aid for post-secondary education and training for low-income students program. (a) There is established in the University of Hawaii a financial aid for post-secondary education and training for low-income students program, provided that post-secondary education and training means any course or program offered within the University of Hawaii system.
(b) The University of Hawaii shall distribute any appropriations the program may receive into those instruments of financial aid that the department deems most effective in providing high quality post secondary education and training programs to their low-income students, including but not limited to scholarships and tuition waivers."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2004-2005, for financial aid for post-secondary education and training for low-income students program.
SECTION 4. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2004.
